JUST IN: Important Bills Make it Through House Committee

The House Committee on Ways and Means just passed a package of bills that will help bars and restaurants tremendously moving forward. The MLBA has been instrumental in getting the bills to this stage. We have been working with legislators, MLCC, industry partners and the governor’s office to make sure these critically important bills pass to help Michigan bars and restaurants survive post-pandemic. The full House will vote on the bills this afternoon. If passed, they will move back to the Senate briefly and then make their way to the governor’s desk. We will continue fighting to make sure these bills are signed by the governor.

Bill details: 

SB 942: 

  • 23% spirits discount for on-premises licensees from the state (currently 17%), effective for one year.
  • Allows for two-for-one pricing on drinks.
  • Allows on-premises accounts to purchase 120 liters of spirits from an off-premises licensee in a one-year period (currently 9 liters per month) with monthly reporting.
  • Requires state to refund/replace expired spirits for on-premises licensees.

HB 5811: 

  • Allows on-premises licensees to sell mixed spirits drinks to go (5-year sunset).

HB 5781: 

  • Creates an allowance for local governments to establish social drinking zones that contain a commons area that can be used by on-premises licensees that obtain a social district permit (5-year sunset).
